The Failure of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A senior US official spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its retaliation: another massive barrage of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The succession of contrasting events captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: positive announcements are issued from various governments. Considerable effort is allocated on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the primary tool for achieving "resolution".

Nocturnal Warfare

As the offensive unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a capacity afforded by up-to-date information. From observation points, defense planes that had been scrambled to engage hostile guided weapons streaked across the sky – advanced fighter aircraft supplied to Ukraine by NATO members.

Soon thereafter, Kyiv's missile defense engaged: several firings targeted at a hostile projectile. This was a sophisticated defense system at work, presumably delivered by Western nations. Every firing shakes the surroundings, rattling buildings. The brief panic quickly gives way to grim resignation: maybe the hostile projectile won't cause damage this time, protecting urban areas from ruin and another blackout.

Persistent Threats

Soon after, a heavy machine gun opened up on a aerial vehicle close by, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the shots failed to hit the enemy aircraft – it maintained course toward its destination.

Periodically, this persisted until dawn. Kyiv greeted the early updates: multiple fatalities, devastation and infrastructure problems in multiple buildings as a result of the night's assault. As customarily, everyone still went about their day – living the war. But those entire period encapsulated Ukraine's critical military reliance on international aid – a reliance that European nations are evidently unprepared to substitute in the immediate future.

Unsuccessful Negotiations

The comprehensive proposal from Washington sparked intense emotion, controversy and deep concern – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new proposal from American administration adheres to the same pattern: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually win the battle. This cycle will, certainly, continue.

Tactical Assessments

It is tempting to accuse particular leaders of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington works based on a assumption understood by seasoned negotiators: you cannot achieve through diplomacy what you have lost on the battlefield. The American government presumes that it is impossible to compel Moscow to surrender the areas that it already controls in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, US leadership does nothing to discourage Russia, through statements or actions, from believing that the situation will not change more in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their reason to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but averting a entire defensive failure until circumstances change in its favour.

Existing Situation

Factually, there are no actual prerequisites for a ceasefire. Now, personal considerations are coming into play: leadership ambitions to broker a ceasefire and secure international recognition, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not shift toward domestic problems. And although their task will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.

These opposing factors are driving the talks.

Assessment and Future

It took a just a single week to terminate the proposed articles of the current initiative. Assertive and inconsistent approach of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, current information leaks, all did their job.

While new initiatives based on established approaches are approaching, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, primarily depend on ongoing international assistance.
